A shield with a crowned S is pressed into the underside, and nothing else on it names a maker. This is a very rare pipe stand for five pipes, shaped from one single piece of hard leather.
The leather was worked into upright folds, and the folds make the pockets that hold five pipes upright. At the bottom the same piece spreads out into a flat, wavy rim with a finished edge, so the stand sits on its own.
The maker is not known. Stanwell of Denmark uses a crowned S as the logo on its pipe stems, but this stand carries no maker's name, so Stanwell, or a German workshop, are both only guesses.
